I would say ELITA.

Her debut Hell Hill is a good pick for noise listeners, very experimental and very distorted.

Two great Spanish bands are periferia and dover. I don't really know what genre they are so maybe some won't consider them punk but they're great.

Also dover became really commercial after their third/fourth album and they lost all their essence but late at night and anything that came before it are absolute masterpieces.
