When I was pretty young I watched this random movie, I have no idea where I found it but I really want to find it again.
It starts off with this military working dog but he's in a shelter since his human partner died in an explosion (was a sandy scene that I remember clearly) so he's in the shelter and this little boy who is the son of the dead soldier wants to adopt him cuz it's his dad's dog and he feels alone or something. He adopts it, and the dog is very energetic and gets into a ton of trouble I think so the mom doesn't really want it (??) but then the movie turns and there's this other dog (a poodle?) that the dad's dog sees and he likes her a lot. The poodle starts running away and crosses a road. The dog follows har and gets rammed by a car. So he's dead now. I don't remember how (probably from a guy at the shelter possibly the dad's friend) but the little boy gets a dog whistle. He's told that if he blows it 3 times the dog's ghost will come back to him. He does that and the dog is back as a ghost and they have fun. I remember it ends with the dog not being able to stay cuz something about "being in the wrong place too long and getting stuck in between" so he lets the dog go. But one last time he blows the whistle and at the end he sees the dog and his dad looking at him so his dad is kinda watching over him. It's a very nice scene and I wish I could see it again. Sound familiar to anyone?
After looking into it I think I was remembering "Cop Dog" But I'm unsure if all the scenes match up. I remember the gum part and the villains but I could've sworn it was different. Will update
