I've played all of the Watchdogs Series and in my opinion, the first one was the best. I think it was because of the serious tone and playing as Aiden Pierce. Marcus and the rest of dead sec were pretty fun to play in 2 with but I enjoyed the Watchdogs 1 story more. I don't even wanna talk about Legion.
