anything cheap / free is not going to give you great results, but as a newbie i would definitely recommend bandlab, soundtrap, lmms and reaper. the first 2 are online. i would personally use lmms because it's the most geared towards programming music and has the best features of the group.
i'm an fl studio nerd and record my own guitar / program my own drums and bass, so if you want help figuring anything out feel free to reach out! i've been doing it for 6+ years so i can help with the basics and getting you started :)
