springhole.net has alot of generators for names, personality, clothing, and stuff like that.
I also like to use artbreeder to get ideas for characters appearances.
if you want to start completely from scratch with developing your character, I suggest taking inspiration from characters from existing media, people in your own life or otherwise in the real world, or some traits from your own personality. Many fictional characters have some traits of their creators. Mess around with whatever traits you can think of, come up with all kinds of combinations and see which ones you like best.
