Is veritaserum like. Not common. Or are wizards insanely difficult and just don’t use their resources? So many problems could be avoided if they just used it

supply chain issues on the veritaserum ingredients is my best guess? maybe some component is just hard to source
also might be one of those things where approved/legal usage is so wound up in red tape and regulation that it's more hassle than it's worth (for example, they just really didn't give a damn about ol' boy sirius because the case looked pretty open-and-shut?)
