I would rather have the "delete" buttons on top of the "reply" buttons. I have a problem when the "add comment", which is not in the list and does not include any other buttons (e.g. a "comment" button) appears on top of a "reply" page.
The only thing I would do would be add an option for "delete all comment posts". It would be much simpler and more intuitive to do so, and it would not have any problems with the buttons being in the wrong place at the same time, as the buttons themselves are not displayed in a list. The only problem I can find is that there's an error when adding a new post, which would cause the buttons to not appear at all, but the "delete" buttons on the top and bottom are displayed on separate pages, which would be much more convenient.
I also have the issue that if the buttons were placed in an empty "comment", it might make it look like the post has been deleted.
I am not aware if there are any other solutions, and I am looking into this myself. I'm just not aware of any other way to fix the problem with a "add comment".
