Unable to reply to bulletins in groups/forum topic placement

I'm just reporting some more discrepancies that I came across. I'm unable to reply to any bulletins in my group. Also regarding the topic placement with the forum posts. The newer posts by default are pushed to the bottom while the older topics remain at the top. I'm not sure if this can be reversed somehow? Thanks in advance! You've been quite accommodating thus far.
