are some codes not translatable for moble

the ccs on my page was not made by me and i didn't realized it look horrendous on mobile devices . idk how to i can i make it navigable for non desktop devices. I've tried to learn about media queries and got nothing out of it, so i figured any html geniuses could help me resolve this issue (if possible).
