why is making minecraft modpacks so complicated?

everytime i want to play minecraft, i make a modpack revolving around a theme to keep the world interesting. however whenever i try to make a modpack revolving around a theme IT FUMBLES INSTANTLY take the mod "from the fog" for example, i wanted to create a horror themed modpack based around paranormal creatures and... guns... so i try to create it on version 1.20.1 because thats where the gun mods are, but then i go to from the fog, ruh roh. its actually on 1.21.10 LIKE WHY?? WHY MUST YOU MAKE THIS SO COMPLICATED. either the mod is completely outdated and doesnt want to update or they simply only make it on the newest possible version, obliterating any chance of creating a synergy between them. and i hate this man :(.

afterthought edit: WHY IS THE MODDING SPACE SO PISSY WITH ONE ANOTHER?? its like a mod can only be FABRIC or FORGE they can damn well do both and make creating modpacks easier but NOOOOO, if a forge pack doesn't want to use the UGLY and STUPID optifine mod, they can't have CIT (custom item textures, the thing that changes item textures based on it's name on an anvil.) ANYMORE CUS STANDALONE CIT IS ONLY FOR FABRIC... man this annoying war between forge and fabric gets on my nerves. cus in the end, only the players suffer. 

all i wanted was to make a cool survival horror pack and now i get nothing >:| (and no i refuse to get the older versions of "from the fog" cus they are a bit more broken than the new ones)
