What I see as a possible issue is the missing quotation marks around the "https:..."
background-image: url(https://i.gifer.com/DXp.gif);
Maybe adding the quotation marks will fix the issue?
background-image: url("https://i.gifer.com/DXp.gif");
Not sure what I was reading when I responded before but I would delete this part of your code:
.general-about .profile-pic img {content: url("https://i.imgur.com/zw8EHos.png");
}
and see if your profile photo shows up.
