Stuck tryna do this pfp frame,, pls help!! [closed]

I'm trying to put this image over top my profile picture so that it looks like its being held by the teeth!

I've seen some other posts helping other people put borders around their pfp, but the problem is that they all go BEHIND the pfp rather than on top, I basically have no idea how to code LOL

please note that my pfp spins I don't know if that'll be a problem,,

can anyone help?
