You can try finding some clothes at the thrift store and just styling it.

Hair: It's much easier with a specific haircut cuz of layering, you'll need a ton of hairspray (expect to suffocate, mk!!), and I suggest getting a teasing comb!! I have a blog entry about it right here

Clothes: Thrift stores are your new best friend!! Raid tf out of older family members' closets!! And style the stuff you already have, I personally like using clothing and accessories from my childhood!!
