Back in the day when things ran on Flash, it had hundreds of dress up games, like Goddess Maker. It was pretty popular back then. The site seems to still work, though there are less games on it now.

It has alot of Rinmaru's games on it still even though she said that she retired from game making after flash shut down. Not sure if they still work, but you can always explore and find something you like.

Both sites mostly cater for female character designs though. Not so much male based.
