Sorry if these aren't very helpful but here's what people used to do back when alternative makeup brands weren't a thing and some stuff i've tried myself!
Any crappy black eyeshadow can work for a bunch of stuff, contouring, lips, eyebrows and eyes!
People used to use corn-starch as setting powder and to lighten their completion! Alot of people still do this as it works really well! I wouldn't personally recommend this but people used to use normal pens instead of eyeliner! Non-toxic ones made for kids are the best as they are usually manufactured with the idea kids will end up drawing on themselves.
As for applying, it might take some time to get good at but you can use your fingers for practically any of this! For eyeshadow I rub my finger on my face to make a general line and then tap with more eyeshadow to compact it and make it darker! Tapping with your pointer and middle is probably the best way to apply the corn-starch. And you can just draw on with the pens!
