hello !! does anyone know what do you call the thing at the top of your profile .. ? like , its above your name & profile picture . im sorry , i dont know hoe to describe it properly .. (◞‸ ◟)

also ?? for those who has the falling stars overlay on your profile , where did you find / get it ?? i searched for layouts but couldnt find anything . help would be very much appreciated , & thank you in advance to anyone who knows ! (♡ˊ͈ ꒳ ˋ͈)
