help signs in L.A

if you type in (549 N Mission Rd)  if you go in google maps and type in the address I put you will see an area with a bunch of trash that is spelled "help" "traffic" "LAPD" "police"  if you ask the locals they know the person name. his name is jose. on googles map you will see tunnels, but in real life he tunnels are covered up in rubble so you couldn't see whats inside or get in the tunnels. (what is the government trying to hide from us?)
