Is there a way to find users by location? Im trying to meet russian speakers but the accounts I see appear to be selected randomly and I cant find any filters

Nop. There was supposed to be an advanced search, but it's currently
broken. And since Spacehey does not track your location, it can't find
other people from your same location anyways.
Regardless, you can
still search people by their names or whatever, and you can also search
things on russian on blogs so that you could find other russians speakers. Also
groups, even if the group is inactive you can friend-request some people
there.
