Are we allowed to make layouts on the blog page?

I know the layout wouldn’t show but I could screenshot it and put the layout fire in notes app or something like that, but BEFORE that I am curious if we are allowed to. Layouts haven’t been up for 7 months, I don’t want to do something that’s against the rules. I’m just curious if we are allowed to make ones on blogs. Thanks
