Does anyone by chance know how to add a gif or photo on the top layer of the page? (I'm not sure if thats what it is)

When you scroll they don't move. They have a fixed position. Any help would be great thanks!

I think what you mean is what people call an overlay/effect? I don't know how to make one from scratch, but I do use one by user briant: https://layouts.spacehey.com/layout?id=32155
