The truth is that there is no "best software", it will simply depend on which one you feel more comfortable with or is more understandable to use.
From my experience if you are looking for something that gives you several options and allows you to add brushes, backgrounds and other things Clip Studio is the first one I can think of, it has an asset store and you can download what you like, you will find both free assets and with a cost of Clip Studio currency that you can get in times when they are given away for logging into the application or by publishing your own assets and put them at a price, or coins that you get by paying. Although there are many very good free assets, even those that Clip Studio itself usually uploads.
Kitra could also be an option although in my case I feel it as an application too complicated to understand, limited to add some things but having others to add that are interesting. But the way the drawings look is very nice, there are even some brush effects that I would like in Clip Studio
Ibis Paint, both mobile and PC, is good and quite intuitive besides having comas guide windows when you first open the application. You can add for brushes from their page or using the brush qr easily and for free. If you use the free mobile version you can use the brushes for 18 hours for free after viewing an ad. It has a library with various backgrounds, patterns and things that are useful.
Paint Tool Sai is relatively easy to use as well, the 2 adds very interesting things to the program, it doesn't give the option to add brushes but there are many pages where they show how to modify brushes to get certain effects.
Infinite Painter is for mobile, I am not sure if it is on iPhone as well as Android, but it is said to be similar to Procreate and is free in most functions. The brushes it brings are good and the brushstroke effect is quite realistic, it allows you to add brushes and color set quite easily.
Autodesk Sketchbook, available on PC, Android and iPhone, is the simplest of all but with more features than Paint. Its brushes are good, drawing in it reminds me of being in a sketchbook, if I understand what I mean.
Those are the programs and apps that I remember at the moment to have tried, although I have tried others more as one of an alpaca or something similar, and others that have changed their names or merged with other software of the same company, but I am not able to remember their names. Still I hope it helps a bit in giving you an idea to know where to go depending on what you are looking for.

look you are correct. it's just that i made this post to make people say their favorite drawing softwares, because in the description its says "the best you can think of" meaning its your personal best. but yeah i kinda screwed it up with putting it like "THE BEST" instead of your favorite.

I really love Paint Tool Sai and Procreate, as these progreams are really simple. I've bben a traditional artist for most of my life, and i'm not gonna lie, i really appreciate this raw, simple way of drawing but with some little features
It helps you train your eye to pick colours immediately,to know how and where to place things

Adobe Illustrator CS 5 and 6. While most people use Illustrator for Vector/ Graphics work - I prefer to use it for all my Illustrative needs, since I tend to be very detail orientated with my Linearts and like my work to look a certain way for both online display and print production.

on pc, i love clip studio paint. i like that you can choose to one-time purchase rather than work on a monthly plan (it also does have fairly cheap monthly plans if that's more your thing). the one-time purchase also frequently goes on sale and it goes from like $50 to $20. there's so many free user-created assets you can download super easily. i got it like four years ago and i really feel like i got my money's worth of it. it also has a mobile version that's subscription only, but i've never used it.
on mobile, i like ibis paint x. it's free and while you do have to watch an ad in order to use custom brushes, it's only one and you don't have to watch another for like another 18 hours to keep using them. it's very simple and easy to use and i like that by default it records your progress in a speedpaint that you can then adjust the speed of for easy posting. also has a pc version, but i've never tried it

i use clip studio!!! i've been using it since i was like 13, and i absolutely love it. It's the perfect platform for professional and hobbyist work, i use it for my tattooing as well! i wish they didn't make mobile a subscription, but what can u do

clip studio paint and ibispaintx! i mostly use clip studio paint and i find it has such a lovely array of resources or assets that have made drawing sooo easy.ย ibis is a recent but it has a lot of fun effects or an easy gui that makes drawing on it quite nice. i can't do anything more but reccomend both of the programs :>

Programs I use usually is Ibis Paint x, and Macromedia Flash 8! But theres also a really good website called Magma, and I've found myself using that a lot! ^_^

I love Clip Studio Paint since the halftones/materials feature is really nice and convenient for me to understand LOL. I also love tegaki.js in potiboard (oekaki software thing I think?) Sites like Cinni's Oekaki and this Japanese oekaki site I use have potiboard as their software, which comes with many different drawing programs, and my personal favorite of them is "tegaki.js" due to having a pixel-y MS Paint look but with layers haha.

This is kinda niche, but I us a website called flipanim. You are restricted but only a few tools and brush sizes, but I honestly love how easy it is to animate in.

clip studio and ibispaint are my go-to depending on what device im using. i always use csp while on my drawing tablet n ibis when on my ipad
