I've noticed recently I can't see any bulletins on profiles. Is the feature broken, or am I missing something?

On whose profile? Some people hide UI elements through their layouts (against the site rules). Bulletins work just fine. You just have to click the link under the profile picture to see them.

yep, they still exist. maybe someone hid them with HTML (which is against the rules) or it's a bug on your end
