Try Dino masks! Or those paper cat masks and also maybe yarn tails or you can buy fur and then stuff it 

Hey! so ive been a furry aslong as i can remember, my biggest tight budget tip is to learn how to do things yourself! fursuit making, art, ect. i started like that and now take fursuit coms and make some good money off that alone x3

You could try kigurumi masks, theyre super cute and you can get most of them for a cheap price

I'd say try using cat masks / therian masks! they only cover the top half of your face, but you can buy them for pretty cheap!

Try following those ‘therian’ yarn tail tutorials for a tail and maybe think about dinomasks and those ‘therian’ cat masks (therian in air quotes because ther is nothing inherently therianthropic about masks and tails, they’re just popular in the community)

i have not made my own suit yet, but i've been researching that for a while now, and i found that thick eva foam u use to build up muzzle shape can be replaced with foam bases for cusions, and they tend to be much cheaper!! (eps on facebook marketplace, js make sure they are new or wash em)
