i love using pixmix!! it's a photo editor that works just like Blingee but updated to work with HTML5 (the replacement for Adobe Flash). i also love to use VSCOcam on my iPhone 4S though that fits more towards the early 2010s than the 2000s.

Sometimes I use the SNOW app filters on my phone.
But, on my PC, I usually try to edit them on Photoshop.
I remember using Cyberlink Youcam back in like... 2010? 2011? But I used it to play with the filters, the stickers and such...but I think you can edit your pics in there too.
Try GIMP or PhotoScape.
If you need PNGs then go to these websites for extra mid-2000s early 2010s for that extra crude photo editing:
