I think the biggest differences are that bulletins expire and are generally shorter. I like to think of them as informal blog-type situations, like asking a standing question to your friends, or announcing something big. Those kinds of things are deffo doable on a blog, but don't need to be as persistent.

I think Bulletins default to expiring after 10 days.
