Eye makeup

Hi, Ive been experimenting a lot with makeup and know how i wish to do foundation and lips but i'm stuggling with my eyes. Through all my testing whatever i've tried have made my eyes look non-existent. I found someone recommend something similar to Helena Bonham Carters eye makeup which i like quite a lot and works but i want something a bit more dramatic. If anyone has any tips id love them! Also if people have eyeliner wing tips too id love that as well. 

Probably some info i should include. Im not looking to make my eyebrows thinner or shave them off. My eyes are hooded and not uneven enough to be noticeable without makeup but as soon as i do eyeliner my left is quite downturned and is a little more closed than the right. Hope this extra info helps.
