help with starting out in making blinkies and stamps- and web graphics

so i want to get into making web graphics. mainly blinkies, stamps, gifs, text, photos, you get it. but i dont know what is a good software to use and how to go about the width and height. i also am having trouble finding templates and other sites to use to get inspo, and make graphics. does anyone have any tips or advice?
