i feel like pony island meets the criteria you're looking for. like it isn't a horror game per se but it's definitely disturbing and weird.

Sad Satan actually has several versions. Some have nothing illegal in them at all and those versions are pretty easy to find. But there's one other version of the game that does include CP, although the original creator of the game might've not even made that one
