to begin, I honestly don't think the foundation is absolutely necessary for any goth makeup style. it's about getting the goth point across. what makeup do you already use and have? overall I recommend a black eyeliner being the first priority, preferably a non-waterproof pencil because it's more versatile and easy to apply, correct, and remove. you can go for both smudged smoky looks and sharper winged ones. I love using Wet n Wild's black kohl eyeliner pencil, personally. Next is either eyeshadow or lipstick. I started with eyeshadow, and I'd recommend getting a bright and colorful pallette (still it's up to you of course) because you can go for more bolder and creative makeup and also darken it with the eyeliner pencil. as for lipsticks, I think a dark red is good for starting out, it's dark but also versatile. for a makeshift black lipstick if you can't get it, you can always line your lips with an eyeliner pencil, apply lip balm and dab on some black eyeshadow. the rest like foundation, concealer, and eyebrows all depend on your personal preference.
