I've been using Retrobar for my windows machine, it's pretty cool, it makes your taskbar look as any retro(ish) Windows system, I personally like the Vista version as it's more just palatable, but there's most windows versions there.

I can only recommend setting up a virtual machine and emulating whatever "retro" OS you prefer, as it is the safest way to get the look and the feel of a retro computer.

I just can't recommend customizing your Windows (assuming your other machine is using Windows 10) because you run the risk of seriously messing up your entire OS.

Plus a lot of them just don't look good, and they stick out like a sore thumb when you open any other thing that wasn't (or can't be) customized.

[Edit: Here's a tutorial if you want to emulate Windows XP]

It might be a little more retro than your goal, but if you run Linux, there's the Chicago 95 theme pack for XFCE. It's a pretty convincing emulation of the Windows 9x look and feel.
