If you're short (like 5 ft or shorter), where do you shop?

So I am around 5'3 and my mum is 5'1. I honestly recommend you invest in a sewing machine (even a cheap/basic) one and learn to hem trousers. You can learn on YouTube and it actually is not too hard, just practice a couple times on some trousers you don't want anymore. That way any pair will fit you and you're not limited in what you can buy. 

I'm 5 feet exactly, and I get my clothing from Hot Topic mostly, but also from other places like eBay as well. I wear clothing made for average height girls and the only problem I've ever had is that sometimes the length of pant legs can be too long, but that can easily be fixed with a ruler, a pair of scissors, a needle, and some thread. When it comes to clothing, it's much easier being short than being tall.

I'm like 5'3 and all of my pants used to be way too long for me. I looked up a sewing tutorial, and now I know how to crop the jean pipes!
