need help with my profile!

hey! I've been working on my profile and for some reason the code isn't working?? I've checked the code with my friend who knows this stuff more than I do AND I've been using a profile preview thing to do it and it works there? but when I put it on my actual profile, the background and tv glitch effect doesn't work. I haven't added everything I want to onto my profile yet so it could also cause issues with my other stuff!
