Riddlers last step of his Final plan was to Flood gotham.
Everyone has diffrent Therories on why he did this.
Some think because he wanted to safe his followers so they only have themselves.
Some think (like me) That he actaully did this to reassure that there will be Renewal.
So they are forced to do it (i mean you cant leave a whole town flodded like this).After all thats what he wanted to do, he wanted to unmask the Lies and corruption of Gotham and then force them to Renewal.
