Since I live where its constantly hot, are there any alternatives to petty coats? And are there any sewing techniques I can use to make my own dresses?

a couple good alternatives are either crinoline cages or hoop skirts. like these ->
You may have to cut one down to the desired length, but I find it worth it when it is hot.
