Oh lordy none of the borders work

Hey, i'm having like, massive trouble with my page customisation right now. I followed Noel's guides as best as I could, but I still have several problems: I don't know how to get the borders to work, how to get the white part in the middle to be transparent, or even how to get the custom interests section to even show up. I can post any part of the code if you need me to!
